No snow day at the Assembly as convention of states gets a hearing

The following is an excerpt from the Richmond Times-Dispatch.

A snowy convention day

Conservative activists will gather at 10 a.m. at the Capitol Bell Tower for a rally in favor of a Convention of the States. Proponents of the convention are working in Richmond and other state capitols to urge legislators to bring together citizens in a convention that could amend the Constitution.

Such a convention is allowed under Article 5 of the Constitution, which deals with amendments. If two-thirds of state legislatures petition for a convention, any amendments passed by that body could go to various state legislatures for discussion and approval. Three-fourths of state legislatures would need to approve any proposed amendments before they became law. 

The House Rules Committee will take up a resolution from Del. Scott L. Ligamfelter, R-Prince William, that calls for a convention. Last year the same resolution advanced from the committee but failed on the floor of the House, Markus Schmidt reports. The Rules Committee will meet in House Room 1, with proceedings beginning 30 minutes after the House adjourns.
