When the Texas House voted in favor of the SJR 2, making Texas state #11 to pass the Convention of States resolution, the COS team looked at each other and said, "Okay, great! - what now?!"
One answer to the "what now?" question is to help other states pass the resolution. As former Texas state co-director Paul Hodson was promoted to regional director over several western states, Texas become their "sister state" and is occasionally called on to help out with their grassroots efforts.
Above, Texans Paul Hodson and Alana Oldenburg, along with Michelle Pratt from Utah, engage passersby by in discussion at the Freedom Festival in Provo.
Are Special Session committees the graveyard where House bills go to die?
Governor Abbott called for a Special Session because many of the legislative items Texans want passed were not given proper consideration during regular session by House leadership. Will they repeat the same maneuvers to thwart legislative progress in Texas?
The scorecard shows the bottleneck in the Texas House.
COS Texas Grassroots Action and Advocacy at the Capitol
The Convention of States Action Texas is watching and scoring state legislators during Gov. Greg Abbott’s call for a Special Session. There were 20 items on Gov. Abbott’s call and the grassroots understand that legislators must pick a side—they are either on the side of the People or the side of obstructionists.
COSAction Texas activists meet at the Capitol in Austin with Freedom Caucus House members Briscoe Cain, Matt Schaeffer, and Matt Rinaldi.
The Special Session presents a rare opportunity for diverse, like-minded groups from all over the state to stand in solidarity against the delay tactics under Speaker Joe Straus. Hashtag #PassThemAll has become a clarion call for activists who want decision-making returned to the people and their communities.Read more
The Convention of States Texas team recently received a letter from Lt. Gov. Dan Patrick congratulating us on our success in passing the Convention of States Project resolution. Patrick, who as Lieutenant Governor also serves as the President of the Senate, was instrumental in bringing about the passing vote in the Senate calling for the amendments convention. Ever the grassroots champion, the Texas Lieutenant Governor partnered with the Convention of States Texas grassroots army and Governor Greg Abbott, and included the Convention of States resolution as one of his legislative priorities for the 2017 session.Read more
VICTORY IN THE HOUSE MAKES TEXAS #11!
As several hundred COS supporters gathered at the capitol in Austin on the morning of May 4, the mood was optimistic. The Texas team was excited about the impending House floor vote on the Convention of States resolution, SJR 2, which had garnered 79 sponsors in addition to the main author, Rep. Rick Miller of Sugar Land. With 150 members in the House of Representatives, only 76 votes were needed to pass, so we felt we were virtually assured of a winning vote.

TODAY'S VICTORY OUT OF COMMITTEE IS YOUR VICTORY!
The Texas House Select Committee on State & Federal Power & Responsibility passed House Joint Resolution 39 (HJR 39), and it's Senate companion SJR 2, out of committee just minutes ago! Committee members demonstrated both leadership and attentiveness to the wishes of YOU, and more than 120,000 Texas grassroots activists.
Representative Rick Miller, from Sugar Land, TX (HD 26) is once again championing the Convention of States resolution in the Texas House. Earlier this year, the Senate companion version, Senate Resolution SJR 2, passed the full Senate. Once HJR 39 reaches the floor of the Texas House, a simple rule allows SJR 2 to be swapped in and voted on by the entire Texas House, thus fulfilling the necessary steps of one version of legislation passing both chambers to be complete. The Committee also passed SJR 2 at the same time, with the same vote.
The Governor's signature is not required on HJR 39/SJR 2, though Governor Abbott's signature on this legislation would be a foregone conclusion, as this is his premier legislative package this session.Read more
Convention of States Texas volunteers waiting in line for the hearing room to open.
With about 250 Convention of States volunteers attending the House Committee hearing on Thursday, April 13, we outnumbered the opposition 5 to 1! We had 70+ Convention of States supporters register to testify in FAVOR of HJR39. This is simply EXTRAORDINARY! YOU WERE AMAZING. This was absolutely one of our finest hours. We closed down the Capitol.
After 7 hours and 45 minutes of passionate and raw testimony, we believe that we did make a difference with key committee members who admirably stayed throughout the entirety of testimony, Chairman Drew Darby, Rep. Larry Gonzales and Rep. Rafael Anchia, along with HJR39 sponsor, Rep. Rick Miller. Please visit their facebook pages or call their offices next week to say thank you. This is also very important.Read more
